Payman Cultural Quarterly is published under the supervision of the Hoor Translation and Research Institute, with the efforts of a group of Armenian researchers and culture enthusiasts and the cooperation of Persian-speaking researchers and writers. The aim of the publication is to introduce the cultural commonalities of Iranian Armenians and other Iranians, to introduce the great figures of science and culture and their works, especially in relation to the culture of Iran, and to present aspects of Armenian culture and historical justice-seeking to its researchers and readers. The quarterly has been part of the Iranian press family since spring 1996 and has become a rich reference for scholars and researchers.

To convey the message of Persian culture and literature to Armenian literature and to introduce Armenian literary speech into the sea of Persian culture, taking a step, however small, towards the friendship of civilizations.
